Local Law 69

Under Local Law 69 of 2017, all owners of multiple dwellings are required to annually report bed bug infestation history for each unit. This includes whether any bed bug infestations occurred and whether extermination measures were taken.

Filing is mandatory and free of charge. Be aware that some third-party companies may contact property owners offering to file for a fee. These services are unnecessary—the report must be filed directly by the property owner or managing agent and incurs no cost.

Who Can File

Only registered property owners and managing agents of validly registered buildings may file this report using HPD’s online system. If your property registration is not current, you must update it first via HPD’s Property Registration portal.

Paper Filing

HPD now allows paper filing only for non-corporate owners (typically those with smaller buildings and limited digital access). Corporate owners (including corporations, LLCs, condo/co-op boards, and other entities) are required to submit electronically. Any paper submissions from corporate owners will be rejected as noncompliant.

Filing Period

Reports must be submitted annually between December 1 and December 31, covering the period from November 1 of the prior year to October 31.

Required Information

You must report:

  1. Total number of dwelling units in the building;

  2. Number of units with a reported or known bed bug infestation in the previous year;

  3. Number of units where extermination efforts were made;

  4. Number of those units that experienced a repeat infestation after extermination.

Tenant Notification Requirements

After submitting the report, property owners must do one of the following within 60 days:

  • Distribute a copy of the filing receipt to each tenant with new leases and renewals, or

  • Post the filing receipt in a visible, common area of the building and keep a record of the posting.

Additionally, property owners are required to distribute or post the NYC Department of Health’s “Stop Bed Bugs Safely” guide, which provides essential prevention and treatment information.
